The Federal Reserve says appraisal reviews "ought to conclude whether the appraisal or evaluation is suitable for the transaction, the uncertainty of the transaction, and whether the procedure by which the collateral valuation is accomplished ensures independence and quality." Moreover, they "must signify whether the appraisal or evaluation report is true to the letter of engagement, which gives an account of the capacity of the appraisal assignment." The Federal Reserve also notes that "some banks augment routine reviews with post-funding evaluations of appraisal quality for some of their high-risk or greater-value transactions as a way to assist in detecting valuation concerns."
